Leighton Properties approached Circa Property to formulate the retail, leisure and entertainment component of their bid for the Docklands Waterfront City precinct. Totaling some 19 hectares of land with over 100m frontage to the waterfront, the Waterfront City development brief was to integrate retail, leisure, entertainment, residential, civic, cultural and commercial uses in a mid-rise world class scheme that would generate approximately half of the 20 million annual visitations forecast for the entire Docklands Precinct upon its completion.

Circa Property conceived a unique experiential offer incorporating premium factory outlets, mid sized homemaker formats, 10 screen cinema complex, unique retail related entertainment and leisure concepts, a large food and beverage offer and an extreme/adventure precinct comprising the worlds largest aggregation of concept stores for surf, skate, climbing, outdoor pursuit brands, the world's largest indoor rock climbing gym capable of accommodating world class competitions; and an indoor skate park modeled on the successful Vans Skate parks formats in the US.

The final bid submission derived an end value of in excess of $400 million and comprised over 60,000m2 of retail, leisure and entertainment space embracing a hybrid of both "Main Street" and "Village" style designs; 400 traditional and Soho apartments; offices and cultural components.

In addition to providing leasing, development and asset management services, Circa Property secured the right to develop 200 apartments of its choosing within the overall development should Leighton Properties win the tender.

Whilst ultimately unsuccessful, the Docklands Authority commended Leighton's on submitting the most impressive retail proposal of the final 3 short-listed parties.
